Melbourne homelessness spike funding boost victorian government gives rise to controversy

Updated

The Victorian Government has given $5 million worth of emergency funding to help homeless people in south-eastern Queensland with homelessness, as part of a government-commissioned review of homelessness.

Prime Minister Malcolm Turnbull, Minister for Housing Michaelia Cash and Victorian Premier Daniel Andrews unveiled the report today and pledged to provide an additional $30 million over two years to help vulnerable people in Melbourne's north-east.

The extra funding will support 250 people and families who have taken on the temporary status of a homeless couple who are living on the streets for at least two months, it says.

Some of the people will not have access to health services, while other families may still be reliant on food banks, and there could be more in need of residential accommodation for several months, Mr Andrews said.

"It's not the result that we intended, but it is the result," Mr Turnbull said.

Mr Andrews said the Government's "commitment to the dignity of all and our commitment to working with those affected by homelessness is in stark contrast to our Labor-led Government's actions".

"The Liberal Party is in the business of reducing our budget, cutting services, but they've abandoned all concern about people's personal lives, their families' well-being, and their safety," Mr Andrews said.

"The Labor government's only response to the tragedy of homelessness is to cut it even further."

The $5 million funding will also provide an additional $30,000 in financial assistance to about 450 families affected by homelessness.

The $30 million in funding will see the Victorian Government provide temporary housing to those in need, the regional area responsible for homelessness, and the Melbourne Metro's community service commission.

The review covers three major areas in Melbourne: the south-east's CBD, the Central Coast and the south-west.

State Opposition Leader Bill Shorten welcomed the decision.

"There's no question that in many areas of the north-east the people that need help are the children, the elderly, the disabled, the chronically ill people," he said.

"[Those people] are the people who deserve some help, it's the communities that don't need it, there's a system that needs to be brought into balance.

"It's not just in south-east Melbourne, and certainly in Melbourne city-state; it's not just in Melbourne, it's across Australia."

In July, the Premier called for more funding for the homeless.

Minister says landcare winning battle against 'unfair competition'

The minister said the Department for Transport was currently in talks with LandCare to see if there could be a landcare partnership with one of the most prestigious companies in the world.

The move comes after LandCare, which manages land at Royal Parks and other locations around England, won an unfair competition after winning the bid to build the park in 2015.

The competition, to build the Great North Road interchange, cost around £15 million with an offer of up to £1.7 billion, plus a contribution of £1 billion per year, that was only open to local councils.

Mr Grayling said that the LandCare bid had "a very strong environmental case".

"The scheme was first conceived during the last Labour government and there has been a great deal of consultation with the local community around our plan.

"There is also a strong sense of history about our plan.

"The idea of a motorway with a large pedestrian hub along the route, in an area that will be the centre of our local industry, is a unique opportunity for LandCare.

"The scheme will offer a unique opportunity to build local jobs in the future and it is important that we can make that happen while ensuring environmental sustainability."

Under a deal with LandCare, £6m of the £15 million cost would come out of a private capital fund for the region, with the remainder from the capital levy the local council, but this also has the support of the European Regional Development Fund and the UK Treasury.

The minister said that a formal announcement would follow from the DfT and LandCare next month.

A spokesperson for Mr Grayling said: "We are confident that once the project is complete and fully developed we can work with local authorities to see if we can establish a successful collaboration."

'We need to make sure that we've got an innovative project'

Mr Grayling is a veteran of land and transport policies in England and Wales. Before that, he was Environment Secretary for the Conservative Labour
